Developing the human capital by promoting the entrepreneurship skills and culture is one of the key objectives of the Small and Medium Enterprise Sector Development Strategy for 2012-2020.
The quality of labor force education is more and more frequently mentioned in different contexts, reports and studies carried out by the development partners and civil society as a constraint in attracting investments and ensuring a new quality to the economic development. Therefore, public policies have their role in overcoming the obstacles on the way of on-going entrepreneurship training.
The above mentioned strategic document stipulates specific objectives that aim at fostering managerial and entrepreneurship skills, creating the system of information and consultative servicing for SME, such as:
1) developing and fostering entrepreneurship education and culture;
2) establishing the educational support infrastructure;
3) establishing the information and consultative system for SME.
Traditionally, the development of the human capital by promoting the entrepreneurship skills and culture has not been seen as an activity that might help the SME handle the competitive challenges in the field.
Entrepreneurship education is an important component of economic strategies for encouraging the creation of new jobs. Human capital development by promoting the entrepreneurship skills and culture might lead to a lower unemployment rate, a larger number of startups and a lower rate of their bankruptcy.
In this context, the impact of the priority direction regarding human capital development by promoting the entrepreneurship skills and culture will refer to the reduction of bankruptcy rate among startups, while the additional impact will be analyzed and quantified at a later stage during Strategy implementation.
