1. The Qualification requirements and basis for evaluation (evaluation criteria) are:

• General experience (30 points):
• At least 5 years of activity in the field of research;
• Proven analytical strength to work with large database;
• Expertise in data analysis, forecasting, and modeling.
• Proven ability to summarize successful experience of other countries and tailoring these to Moldova’s context;
• Experience in conducting surveys/consultations in order to identify problems and/or best practices, experience in general education will be an advantage;
• Experience in projects financed by the World Bank and other international projects would be an advantage.
• Specific experience (70 points)
• Proven capacity and experience to develop and manage forecasting research;
• Experience in elaboration of analytical and forecasting reports on human resources issues;
• Experience in analytical research related to teachers’ staff would be an advantage;
• Experience in conducting assessments on infrastructure in the educational sector would be an advantage;
• Experience in at least two similar assignments would be an asset;
• Team members with experience in in conducting research/surveys/consultations, in the educational sector would be an advantage.
