Assignment Title: National Consultant in Early Childhood Education to support Ministry of Education and Research and Project Management Team under Education Quality Improvement Project (EQIP).
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for individual consulting services.
The Education Consultant shall provide technical support and assist Ministry of Education and Research and related agencies/units with the overall project implementation, as well as to maintain continuous and efficient communication between and within all the mentioned stakeholders. Provide support to the MoER for advancement of the early childhood education and care (ECEC) in Moldova under support of EQIP, analyze educational data to inform policy and program decisions; provide expert advice on ECEC best practices and innovations.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- A university degree in education, management or administration area. A Master’s degree will be and asset;
- At least five years of working experience in education related projects;
- Proven experience in development and review of ECEC-related documents including Terms of References;
- In-depth knowledge of Moldovan education sector, good knowledge of the latest education reforms and policies in Moldova, in particular in early childhood education and care;
- Work experience with World Bank-supported or other international projects will be an advantage.
- Fluent in Romanian and English (both oral and written);
- Demonstrate strong interpersonal skills, ability to work in teams, communicating with all team members.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing. Goods, Works, Non-Consulting and Consulting Services dated November 2020 (hereinafter referred to as “Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and with the latest Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.

This consultancy is a part-time assignment (subject to 4 hours per day) expected to begin in December 2023 and the contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed until the Closing Date of the project on December 31, 2029.
