Assignment Title: Consulting services for carrying out Forecasting Study for Long-Term School Infrastructure / School Network Development
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for company consulting services.
The consulting services (“the Services”) include are a) to carry out a forecasting study on the long-term development of school infrastructure and network. The study aims to assess current capacities, predict future needs, and provide strategic recommendations for sustainable development of school network and school infrastructure in Moldova (10-year vision). The study should establish a comprehensive foundation for elaboration of the long-term national wide school infrastructure development plan.
The duration of consultancy is six months and is expected to begin in September 2024.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- At least 5 years of activity in the field of research;
- Proven analytical strength to work with large database;
- Expertise in data analysis, forecasting, and modeling.
- Proven ability to summarize successful experience of other countries and tailoring these to Moldova’s context;
- Experience in conducting surveys/consultations in order to identify problems and/or best practices, experience in general education will be an advantage;
- Experience in projects financed by the World Bank and other international projects would be an advantage.
- Proven capacity and experience to develop and manage forecasting research;
- Experience in elaboration of analytical and forecasting reports on human resources issues;
- Experience in analytical research related to teachers’ staff would be an advantage;
- Experience in conducting assessments on infrastructure in the educational sector would be an advantage;
- Experience in at least two similar assignments would be an asset;
- Team members with experience in in conducting research/surveys/consultations, in the educational sector would be an advantage.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
