Assignment Title: Consulting services to develop and implement a rapid assessment
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) include development and implementation a rapid assessment program and to develop National Agency for Curriculum and Evaluation (NACE) capacities in the implementation of rapid assessment activities.
The estimated duration of consultancy is twenty-eight months and is expected to begin in December 2024. The minimum estimated key experts’ effort is 240 working days.

The MoER now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Have been in operation for at least five (5) years with the main part of its business being the assessments.
- Experience in conducting projects of similar size and complexity and implementing the assessments proven by at least two (2) contracts with the development phase finalized in the last three (3) years. For ongoing projects, copies of acceptance documents of the assessment shall be provided.
- Experience in the elaboration of analytical evaluation reports that explore “historical gaps” in respondents’ competencies and suggest recommendations to organize remedial or tutorial programs in education would be an asset.
- Demonstrated experience in the Republic of Moldova would be an asset.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection method set out in the Procurement Regulations.
