Assignment Title: Individual International Consultant to provide support in enhancing the Existing QA Capacity of the National Agency for Quality Assurance in Education and Research (ANACEC Romanian abbreviation) in management, planning and evaluation, as well as supporting the development of procedures for external evaluation that would be compatible with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) 2015
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The Individual International Consultant will prepare and deliver tailored trainings, elaborate the content and training materials as well as assist MoER/Project Management Team (PMT) in organizing, administering, and facilitating training session to the ANACEC staff. All activities will be delivered under Component 1 in accordance with Project rules of procedures.
The assignment includes but is not limited to develop objectives, content and methodology of the trainings, prepare training materials, organize trainings and act as facilitator for the workshop, conclude and report on workshops’ results.

The MoECR now invites eligible Individual International Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- PhD degree;
- At least 5 years of experience in management within the Quality Assurance Agency that is European Network for Quality Assurance (ENQA) member and registered in the European Quality Assurance Register (EQAR);
- At least five years of experience in external quality evaluation programs/institutional based on European Standards and Guidelines for quality assurance in higher education;
- At least 5 years of managerial and/or teaching activity in higher education.
- Strong professional background in management, planning and evaluation capacities of QA agencies;
- Strong professional background in the design of online and offline training at the national and international level;
- Practical experience in Results Based Management including programs development, execution, and training on result frameworks.
- Excellent analytical skills.
- Excellent knowledge English languages;
- Knowledge of Romanian language would be an asset;
- Excellent writing and communication skills;
- Experience with Microsoft Office package (Word, Excel, Power Point, etc.);
- Proven ability to work under pressure and be flexible, including the ability to cope with the deadline, multiple tasks, and competing and changing demands.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.

This consultancy is expected to begin in November 2021 and be completed by April 2022 with estimated Level of Effort (LoE) of 45 days.
