Assignment Title: Consulting company for preparation of the promotion materials for Social Information Campaigns on improving the quality of learning environment in schools and kindergartens

 

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for consulting services. 

 

The consulting services (“the Services”) are to produce promotional materials and implement designed PR activities for the following main messages: 1) rehabilitated schools, part of the National Model Schools Network; 2) the modernization in schools and kindergartens; 3) the remedial program for 9th grade pupils.

The estimated duration of consultancy is twenty-four months and is expected to begin in January 2025.

The MoER now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants that operate under commercial law should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

  • Professional experience in design, communication and public relations (during the last 10 years);
  • Minimum 2 contracts for development of brand strategies, brand books and style guides, marketing materials.
  • Minimum 3 years of experience in implementing national online media campaigns, including social media campaigns (this shall be proven by: reports showing the impact of campaigns carried out and a list of references (links) to relevant products developed in the last 2-3 years).
  • Minimum 2 contracts for graphic design, including web design, product redesign and art direction of the platforms, branding and identity;
  • Experience in copywriting and content development, editing and production of promotional materials;
  • Experience in editorial design, art direction, magazine, flyers, cartoons, innovative branded products and social media design experience;
  • Working experience in developing web pages (this can be proven by listing at least 3 web pages created for similar entities);
  • Experience in creating videos, including the video graphic, video spot filming, TV spots (this can be proven by listing at least 10 videos);
  • Experience in organizing the public events (this can be proven by listing at least 3 public events).
  • Prior experience of implementing consultancy for World Bank Moldova or its projects is a plus.

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Quality and Cost-based Selection method set out in the Procurement Regulations.
