Assignment Title: Revision of the teachers' professional standards and updating of the training program

 

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for individual consulting services.

 

The consulting services (“the Services”) include are a) to carry out a research on the applicability and functionality of the current standards and identify their revision strategies; b) revise the standards based on the revision strategy to be approved by the MoER c) to update the training program for teachers and d) to train the future training trainers (60 persons, selected be MoER).

The duration of consultancy is six months and is expected to begin in March 2024.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

  • at least 5 years of activity in the field of development of policy papers in general education;
  • at least 5 years of activity in elaboration and delivering of the training programs;
  • experience in recruiting, organizing and coordinating the activity of experts’ groups;
  • providing consulting services within projects implemented with the support of international organizations would be an advantage.
  • experience in conducting surveys/consultations in order to identify problems and/or best practices in general education / teaching practices;
  • experience in elaboration of analytical reports on different issues in general education;
  • experience in elaboration of the training programs for trainers and trainers’ manuals;
  • experience in delivering of training of trainers;
  • experience in elaboration and delivering training programs related to teachers’ standards would be an advantage;
  • team members with experience in teaching and management of educational institutions.

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
