1. The Qualification requirements and basis for evaluation (evaluation criteria) are:

• General experience (30 points):
• at minimum of 5 years of activity in the development of policy papers in general education;
• at least 5 years of activity in creation and delivery of the training programs for didactical/managerial staff in the education sector; 
• experience in recruiting, organizing, and coordinating the activities of expert groups;
• providing international consulting services would be an advantage.
• Specific experience (70 points)
• experience in conducting surveys/consultations to identify problems and/or best practices in general education / teaching practices;
• experience in preparation of analytical reports on various issues in general education;
• experience in developing training programs for trainers in education and trainers’ manuals;
• experience in delivering of training of trainers in education;
• experience in developing and delivering training programs related to teachers’ and managers’ standards would be considered an advantage;
• team members with proven experience in the successful management of educational institutions.
