Assignment Title: Individual Consultant to provide assistance in Engineering and engineering trades (071) priority field within Higher Education Improvement Program (HEIP)
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) is to carry out detailed examination/evaluation of project proposals related to the field of Engineering and engineering trades (071) and related annexes as well as, the supporting documents.
This consultancy is expected to last maximum 100 days starting from August 2023.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- Higher education in Engineering and engineering trades or related field;
- Strong experience in the area of management, implementation and delivery of online, and offline trainings;
- At least 5 years of managerial and/or teaching activity in higher education.
- Practical experience in Results Based Management including program development, execution, and training on result frameworks;
- Proved expertise in the Engineering and engineering trades (071) sector and knowledge in the national legislation of the field of his/her professional expertise;
- Knowledge about the latest developments in the sector;
- Experience in the assessment of projects financed by national or international financial institution;
- Sound knowledge of the World Bank or similar international organizations/agencies rules and procedures would be an asset;
- Good understanding of higher education sector priorities and higher education institutions’ needs;
- Excellent analytical skills.
- Excellent knowledge of Romanian and English languages;
- Excellent writing and communication skills;
- Experience with Microsoft Office package (Word, Excel, Power Point, etc.);
- Proven ability to work under pressure and be flexible, including the ability to cope with deadlines, multiple tasks, competing and changing demands.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
