Assignment Title: Audit Company for the financial audit of the Moldova Higher Education Project for the period 15 September 2020 till 31 December 2021
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include financial audit of the Moldova Higher Education Project having the objective to enable the auditor to express a professional opinion on the project’s financial position for the period beginning with 15 September 2020 till 31 December 2021 and of the income and expenditure for the accounting period ending on that date.
The contract will be signed for auditing of the period mentioned above and subject to Consultant’s satisfactory performance, the contract may be renewed for yearly audit until the closing date of the project
The audit should be carried out during 1 April – 31 May 2022. The auditor will express a professional opinion by 31 May 2022.

The MoER now invites eligible Audit firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Eligibility criteria:
- The audit company must have a valid practice audit license issued by the State Authority in Republic of Moldova, be included on an accredited World Bank list of auditors with operations in the country and be an independent firm, free from conflicts of interest with the auditee.
- The audit company should describe in expression of interest, in detail, their corporate experience in successfully implemented similar engagements, relevant to the scope and size to the current Project.
The shortlisting criteria are:
At least five years of experience in conducting auditing;
- Experienced in the auditing of development projects;
- Experience in planning and conducting audits of Word Bank financed projects;
- Experience in conducting audits of projects with sub-financing / sub-project / sub-grant component;
- Appropriate personnel for audit service provision.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
