Assignment Title: IT Specialist to assist the MoER with the development and implementation of IT systems under MHEP
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) encompass providing IT consultancy to the Ministry of Education and Research and Project management team in order ensure smooth implementation of the project activities related to development and implementation of information systems with focus on HEMIS.
This is a part-time assignment (subject to 4 hours per day) expected to begin in October 2024. The contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed, not exceeding the Closing Date of the project on December 31, 2025.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- Higher education degree in Information Technology or related fields;
- At least 5 years of professional experience in IT projects’ management;
- Experience in implementation of Informational Systems in public sector;
- Experience in working for or with international development organizations and/or projects, public sector projects or government institutions would be an asset;
- Experience in educational sector would be an asset;
- Proven IT Projects Management experience through implementation of similar projects implying technical analysis, formalization of requirements, design, development and implementation of software solutions;
- Strong project management skills, including experience with methodologies like Agile, Scrum, or Waterfall, and management tools. Project management certification would be an asset;
- Knowledge of system development life cycles, system architecture, and design principles.
- Experience in developing and executing test plans, conducting system testing, and managing quality assurance processes.
- Good knowledge of English, Romanian and Russian (all written and oral);
- Good organizational skills;
- Strong analytical and problem-solving skills;
- Strong ability for multitasking and reply to inquiries on short notice.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
