Assignment Title: Individual National Consultant to assist the Ministry of Education and Research in the management of the National Qualifications Register.

 

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) include assistance to the National Qualifications Framework Department in the management of the National Qualifications Register.

This is a full-time assignment (subject to 8 hours per day) expected to begin in June 2022. The contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed, not exceeding the closing date of the Project on December 31, 2025.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum qualifications requirements:

  •   At least Bachelor’s Degree, and training in the area of information technologies, computer sciences, engineering or telecommunications or public law and/or, public service would be an advantage
  •   5 years of professional experience, preferable in the area of automated information systems and/or higher education.
  • Work experience in developing policies for the higher education system;
  • Experience in applying automated computer systems in professional activity;
  • Understanding the regulations of the National Qualifications Framework and priorities for its development 
  • Strong computer skills, specifically with MS Office, in particular MS Excel, and ability to master other software quickly;
  • Experience in developing the regulatory framework for automated information systems, preferably in the field of education, would be an advantage;
  • Experience in international cooperation projects, preferably in the development of qualifications or policies in higher education, would be an advantage.
  • Flexibility and good analytical skills;
  • Good teamwork skills;
  • Excellent knowledge of Romanian (both written and oral), good knowledge of English, and ability to develop documents in English/Romanian.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
