Assignment Title: Individual Consultant to provide specialized technical support in the areas of Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH)

 

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for contracting an Individual Consultant to provide specialized technical support in the areas of Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH) in order to strengthen prevention, mitigation, and response mechanisms within the framework of the project. The GBV/SEA/SH Specialist will ensure that protection from sexual exploitation and abuse is integrated into all project activities and organizational operations, in line with international standards and best practices.

This is a part-time assignment expected to begin in October 2025 with an estimated volume of up to 100 working days. The contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance and project needs, the contract may be extended.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum qualifications requirements:

• Advanced university degree (Master’s level or equivalent) in Psychology, Sociology, Social Work, Law, or a closely related field;
• At least five (5) years of proven professional experience in the prevention of and response to Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH), preferably in development or humanitarian settings;
• Demonstrated expertise in the development and implementation of GBV/SEA/SH risk mitigation frameworks and training/capacity-building programs;
• Strong knowledge of survivor-centered approaches, protection principles, and internationally recognized standards and guidelines in the field of GBV/SEA/SH;
• Familiarity with functional grievance redress mechanisms (GRMs), referral pathways, and inter-agency coordination mechanisms related to GBV/SEA/SH prevention and response;
• Excellent communication and interpersonal skills, with a demonstrated ability to effectively engage and coordinate with a wide range of stakeholders, including government counterparts, civil society, and development partners;
• Fluency in Romanian and English, both written and spoken, is required; proficiency in Russian or other minority languages is considered an asset;
• Prior experience working on World Bank-financed projects or those funded by other international development partners is highly desirable.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing. Goods, Works, Non-Consulting and Consulting Services dated November 2020 (hereinafter referred to as “Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and with the latest Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits.

 

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
