Assignment Title: Individual Consultant to provide support to the Ministry of Education and Research in development of technical specifications for new functionalities for Education Management Information System (EMIS)
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Education Quality Improvement Project, and intends to apply part of the proceeds for individual consulting services.
The National Consultant will develop comprehensive technical documentation for the enhancement of the EMIS, including the creation of Technical Requirements (TR) for new functionalities within the existing general education module, as well as for the new e-Admission module for general education (e-Admission). Additionally, the consultant will develop a Concept and Regulatory Framework for the e-Admission and monitor the implementation of the new functionalities.
This assignment expected to begin in February 2025 and continue until New Functionalities for EMIS will be developed and accepted by MoER.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- University degree in areas such as computer sciences, engineering, telecommunications, information technology or related area;
- At least 5 years of experience in IT, systems development, or project management;
- Proven track record of similar assignments (min. 2 assignments).
- Experience in development of Technical Requirements for information systems;
- Experience in development of Technical Requirements for information systems in the education areas would be an asset;
- Experience in the elaboration of draft regulatory documents in the ICT field would be an asset;
- Experience in software analysis and design including domain and data modelling.
- Experience in analysis and design of education systems would be an asset;
- Proven experience working on the development or enhancement of information systems, particularly in analyzing requirements, defining functionalities, and specifying technical details.
- Understanding of Data Base Modelling principles. Certificates in Data Base would be an asset;
- Working experience in education system policies at the national level would be an asset;
- Project management skills would be an asset;
- Understanding of personal data protection principles and national regulations.
- Written and verbal communication skills;
- Flexibility and good analytical skills;
- Very good teamwork skills;
- Excellent knowledge of Romanian (both written and oral);
- Knowledge of Russian would be an asset;
- Good knowledge of English and ability to develop technical documents in English.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing. Goods, Works, Non-Consulting and Consulting Services dated November 2020 (hereinafter referred to as “Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and with the latest Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
